External HD backup synced with music library

Not sure this is in the right spot. I know this is addressed in different ways but couldn't seem to find exact answer.

I want to backup my music collection on an external HD. I want it to have it synced exactly with how my music library appears. So I would like it to:
1. Backup new music that has been added (that is the easy part, I am fine with that)
2. Backup NEWER versions of files it already has, while deleting the older file. This is where I am running into questions/problems. For instance if the tag data changes, what program is best to see it is the same file only altered and delete the old one on the backup and replace it with the new one?? I don't want the old files taking up space, or the new ones being copied over as "11_atmosphere_nothingbutsunshine(1).mp3" where it is making a second copy. Hopefully I am making myself clear.

Do programs like syncback or synctoy accomplish that?

Yes, sync/backup does that automatically for you.

I use Microsoft SyncToy, works great for this purpose.
