Extended add-on development engagement

Hello MM Forum,
I'm a newbie to MM with an interest in developing what might be a complex add-on. All my development experience is backend, having never touched JS. I was wondering what the process would be hire (i.e., pay a bounty) someone to do the work while we (my wife and I) play the role of "product definition", starting with whether what we are thinking of is even feasible.
This would not be a define-and-go feature. There will be some back and forth, so we can't nail a bounty up front. It's kind of a time-and-materials thing.
So ... my first question is ... what's the best way to engage with the forum on something like this?
