i have a questiong: who picks the songs being played and can i stream songs as well???

i am listening now. i use external player MM, is there any other functionality i should know about?

You should install the audioscrobbler plugin with MediaMonkey. This will automatically update your account with information about songs played.

Based on what people play the radio stations are created. There is also a nice script in the script forum that can auto-play music from your library based on lastFM recommendations.
