This is something I noticed a while ago but had forgotten to report and It just remembered with RC3. After updating from RC2 all the Hotkey shortcuts I had removed came back, so i had to delete them again.
This happens with the rating hotkeys: ctrl+alt+#, and it's an inconvenience because i use those hotkeys in some of my scripts.
RC3 (and previous) Hotkeys go back to default [F4077 RC4]

Yes this really needs to be fixed.
Every time I try to write an '@' in a comment tag with AltGr+2 this is registered as Ctrl+Alt+2 which sets the tracks rating to 2 stars (and doesn't write the '@'.) So I have to remove the shortcut anew for every session if I want to write @s, which of course I always forget at first.
Luckily the "Global" setting is saved, so that it doesn't happen if I write an '@' in a different application.

Are you certain that it's not working for you in RC4?
I tested this and hotkey settings weren't overwritten if installing over an existing copy of MM.
Perhaps you uninstalled MM beforehand?
