I experienced more errors with DX9 when I started a game and it crashed.
After searching the internet, I found the problem: MSI Afterburner!
As soon as it was running, I got these crashes, but only with software I installed AFTER i did the Windows 10 Creator Upgrade.
When I turned Afterburner off, everything was fine.

Solution
1. Uninstall MSI Afterburner and delete settings when you do it
2. Install it again
3. Nor more DX9 errors :)
