1455: Window can't be dragged from below the buttons

1455 win7 Aero.

1) Try to move the window placing your mouse pointer below the minimize/maximize/close button.
2) Nothing happens. The window can't be moved.

Expected: The window can be moved from there. Like any other program I tested on my setup.
