Why dont you try to update MS Codec Library, Try with K-Lite Mega Codec or some similar and play it in Media Player Classic (Supplied in K-Lite) which uses DirectShow like VID4WA and not internal codec like WMP.

In early Alphas default was 2 seconds and 1 second for Fadeout, but in Beta 1 it should be 4 seconds.
Try to delete [InfoPopUp] and start MM, then check what RC told it should be 4 seconds.
