have you looked at the creative sound blaster X-Fi titanium yet? imo it is a good card war a low price. it should have every recommandation you want.
i do not know where you live but here in germany you can get this one for only 60€

monkeyrok has this feature already. but it is connected to lastfm but still accurate. you are able to decide if it shall display artits from your library or also artist which are not in your library.
you can find it in the options of mediamonkey --> external panel --> similar artists

edit: it is really weird that it does not work with [1459] agian. the player hangs after a few seconds and then even win freezes (win7). it does not matter if i use the normal or sse version of asio.
