reliven the old AutoRate?

Hello crowd;
when I started using MM a long time ago, there was a tiny plug-in (I seem to remember) called "Auto Rate" (not AutoRateAccurate) which doesn't seem to be around anymore. It did something simple but beautiful: Whenever a track was skipped, it decreased its stars rating + whenever a track was played in full, it increased its stars rating. I would very much love to have that back, but sadly am none too adept with scripting (which also keeps me from competently judging if there where any limitations in the newer versions of MM that disqualified the old AutoRate from being continued).

Ideally, I'm looking for something that does this:
- if a track gets played in full and it's rating is < 5.0 add 0.5 stars
- if a track gets skipped and it's rating is > 0.0 subtract 0.5 stars

How would one script that?
