Auto Playlist criteria Bug?

Not sure if it is by design or if it is a bug..

build this advanced autoplaylist:

Rating lower or equal to 3 stars

unrated songs are excluded from list

but

Rating greater or equal to unrated

Unrated songs are included in list

This doesn't sound wrong to me, but I guess that will be user dependent, some would want to see all unrated songs in the first query you mentioned.
