Song start time does not work properly

When I set a start time on a song, if I play the song it plays the first second then jumps to the time I specified in the start time.

I am using MM 4.1.14.1813.

I had everything checked in the DirectSound output plugin options, I unchecked everything but that didn't change the behavior.
I tried the WASAPI and waveout output plugins and it's the same thing.

I tried searching for this on the boards but found nothing. Is this a known problem?
