1708 Sync "Level volume..." fail

Expected: leveled volume
Observed: unlevel volumes on the output files: http://i.imgur.com/Jctv4Qn.png . No change from the library file http://i.imgur.com/msg1nUp.png suggesting levelling is not happening.

Tested with a drive letter device, SUBST P:

This was working on MM3.

Retracted. Cause was Tools, Options, Volume Levelling, Level Playback / Sync volume set to per Album by a MM new install. Remedy: set to per Track : http://i.imgur.com/CKjgXKZ.png
