'Flashing' of display with skins other than Metro M

I have a question about behaviour of MM with skins:

When I use Metro M skin everything is fine.

When I use either Pulse or Vitreous skin, when clicking on the window which is 'out' of the modal info-window I'm getting this annoying 'flash' of all of my windows and desktop background. Yesterday I got windows 10 update 1809 and possibly some setting got changed/corrupted.

This does not happen on my backup PC which got the installation of 1809 couple weeks ago.

I'm running the newest MM version 4.1.23.1881

I am unable to replicate on my PC, but I am back to 1803 due the numerous GPU issues.

Are both PCs on similar hardware?
