File Monitor not working

I have MM v. 2.1 Build 1.596
Windows XP (lastest version and patched)
My File Monitor is at d:\mydocs\my music\
Both Subfolders and Start-up Scan are set to Yes
Only Check mark is Update moved...

Everytime I enter the program for the first time or the 10th time the File Monitor thread does not start.

I have uninstalled multiple times and even did registry clean.

I am at an impass.

Can anyone help?
